League officials talked incessantly of competitive balance, and Adam Silver spoke about “restricting player movement” so that all 30 teams could compete on more equal footing. And yet the owners, both at the start and finish of the talks, proposed a set of rules that guaranteed more mid-level veteran types would be flying around the league each summer as teams craved cap flexibility.And so it became clear: The league was fine with more player movement, provided the “right” sort of players were moving. Portland Trail Blazers guard Brandon Roy will announce his retirement as soon as today due to degenerative knees, sources have told Chris Broussard of ESPN.com.Sources say Brandon Roy to announce medical retirement due to degenerative knees, possibly as soon as todayThe 27-year-old guard reportedly met with Blazers officials on Monday to discuss his future with the team. According to ESPN, the versatile guard told team executives that he felt great and was ready to report to training camp on Friday.“Our plan is that Brandon will be a part of this team going forward,” Blazers president Larry Miller said Monday.Roy played in just 47 games last year due to knee issues. In 2009-10, he was limited to just 65 games for the Trail Blazers. Once considered one of the games rising stars, Roy will end his career after just six seasons.A three-time All-Star, Roy was named the 2006-07 NBA Rookie of the Year after being drafted sixth overall in the 2006 NBA Draft.
